I read a lot of comments by active G+ users that attest that the level of engagement they are getting by other people is higher than with their own blogs.

This is perhaps one of the most silliest statements about the +1 button. A requirement of a Google account is not an excuse to ignore tens of millions of people who are already sharing and connecting through Google+ and other Google properties.
Similar to FB's "Like" button, Google's +1 button is easily accessible.

I think he means G+ isn't accessible because you still need an invite I believe.

You can easily get invite for Google plus. For those who want to ignore the +1 button, you can go ahead and do so. But when Google plus go main stream, you will have a heck of a time trying to catch up with the early adopters.
You can certainly get some benefits from the +1 button. People claimed that Google will use this as one of the social metrics to rank your site in the SERP. There was one case study in particular (either by Mashable or Technorati) indicated this very early on.
Others had also use the +1 button to draw more traffic to their sites. I can't find anything that will harm the site by using the +1 button early on.

Just FYI, Google+ is now open for everybody to sign up. You can't ignore this now. Jump on it now and start using Google+!

This has been happening for quite some time. Most Google+ users will have noticed by now that any site that has been shared (+1'd) by their connections on Google+ will now appear much higher in their search rankings on Google.
