My favorites are http://www.color-wheel-pro.com/color-meaning.html (tells about color meanings, like a theory.)
http://colorschemedesigner.com/ (doesn't have preset color schemes but good for finding complementary & related colors. Also, it gives a web page preview using those colors)
http://www.colorschemer.com/ (because it has preset schemes available)
