i agree with tech_guy. In SEO both are technique important off page and on page. but off page is better to get traffic in site.

On Site SEO is the optimisation you do on your websites pages (title tags, meta tags, alt tags, keyword density, urls etc).
Off Site SEO is basically link building; blog comments, article submissions and so on.
In regards to which is most important, I think neither on their own are going to be effective. In any market where there is any type of competition I can't image you getting very high in search results by doing just one type of SEO.
You need both for an effective campaign and the best results

on site means everything is changed on the backend of your site. it is all internal changes to your website such as adding keywords, adding alt tags, and changing meta tags.
off site is all the marketing and promoting done for your site through link building, blogging, posting in forums, writing articles, etc....

on site is editing the back end while off site is promotion
Both are equally important as content and links are vital to top SERPS
Content is onsite and links are off site to give you an example

Both are important.. but for me off site is more important.. Quality backlinks are important to rank high on SERP.. You cannot do it on on site.. as long as you have quality content thats fine..

i thinks so both of part is more important in SEO. Off Page is 60% & on Page is 40% important of this SEO work.

Both work is most important for seo work. But off page most important means 65% & on page is most important means 35%.
some small description for on page & off page.
On-page SEO are focusing on the on-page elements, such as Unique title tags, H1s/headlines, Copywriting, Adding descriptions to images, Crawlable links and Internal navigation while Off-site SEO, focuses on things beyond your website, such as Press releases, Link building, Advertising and Social media.
