Rails comes with a nifty script that gives you a ruby console, with which you can interact with your models. Also, rails comes with a little server that you can run when you want to preview how your app will look to the outside world.

So, if you follow one of the trillion guides out there that teach you how to set up rails, you'll be playing with Ruby, and Rails, in no time.
