Design industry job boards?

Hello

Other than the likes of Odesk, Elance, Guru and Freelancer, (where you are bidding on jobs and often competiting with people in other countries who will do the work for a fraction of what you would consider normal rates), are there any good industry sites where people in television, marketing, advertising or publishing put up notices for design work or animation freelance work?

I specialize in cartoon design in both 2D and 3D, and animation too

If you do use bidding sites, which do you think are the best to use?
