I have hired SEO for my site, but I just don't think it is worth it in most cases, and I think it is super risky.
Of course if you find the right people or person it can be very worth it, but finding those right people or person can be really hard. There are so many people out there that will screw you with SEO work, and I just don't trust it. Way too many people that don't know what the heck they are doing, so I prefer to just do it myself.
I'll hire out for specific little stuff of SEO like writing articles, submitting articles, maybe some forum posting, some comment posting, directory submissions, blogs - but I won't just hire someone to do "SEO" in general.
I think the best way to go is to just hire out for individual tasks.

I will say, you should hire a experience SEO. And before starting SEO works, ask the SEO what exactly he or she is going to do with your website and how much time they need?

I have never hired a pros to get the SEO effort done for me. I just do it myself. I would like my website to grow naturally in terms of its reputation on the net. Moreover, doing it the way lets me to learn more about SEO.

Not even a dime. I do everything on my own because it's my hobby of maintaining a site. My main purpose is not to earn from it.
I think it's better to do it yourself so that you can learn in the process unless you have too many websites to maintain, then it's different case.

It's hard to come up with a fair price as it varies on your needs as some markets are much more competitive than others. I also do my own SEO so I'm not too keen on the current market prices but will give you some advice, make sure that the person you hire is not using blackhat techniques especially if it's on-site as they could get your website banned from Google which will do more harm than good in the long run.

I do not think SEO is that hard, so I would rather learn it on my own. If you do not have the time, then of course, outsource that responsibility. The only time I plan to use an SEO expert is if I translate my site to another language.
