Where do I rank?
Is there a tool that will tell me where I rank under a phrase rather then manually searching it and trying to find it?
How long does it generally take to get established under a phrase?

Cherry Picker does a good job at defining ranking by phrases. How long it takes to get established depends on the competition for that phrase. With some phrases, you may become established within days and for others - months.

Google tool is one of the best tool to check ranks. I usually used this tool very efficient.

Tools are available in the site smallseotools.com.There you can get the tool which will show your rank in Google, Yahoo and Bing.It will also show your page rank. Lot of other utility is also there.You can check it.

I do use it manually but there is a site pagerankchecker. that can help you. But tools are not so accurate. As results used to change because of Google dancing so I prefer to use manual checking

Yeah, I also prefer to check ranking in serps manually. Don't really trust those automated tools out there. As far as I'm concerned, they are quite inaccurate. They rarely show the same results when checking the ranking manually.
Regarding the time needed to rank for a phrase, I have to agree with Steve-Hostirian. It depends on the niche and how targeted it is. In case it is a highly targeted phrase, you might need some time and work to invest.
